Workshop: Harnessing Space-Based ADS-B Data for Air Traffic Management

Brought to you by

Traditionally, air navigation service providers have relied on ground-based networks for data to manage airspace. However, advancements in space-based automatic dependent surveillance-broadcast (ADS-B) systems and cloud technology have the power to unlock significant improvements in Air Traffic Management efficiency, safety, and capacity.

In this workshop, Aireon will showcase its ground-breaking space-based ADS-B products and services is providing real-time, accurate, and global data for ANSPs. We will demonstrate how Aireon’s space-based ADS-B surveillance data is optimising ATM operations, how AireonFLOW ATFM data is enhancing ATFM implementation in Africa and how Aireon Locate can support search and rescue operations across the region. Join us to explore how these innovations are addressing key challenges and driving progress in air traffic management.

11:00-12:00Finding Opportunities – A Forward Looking Perspective for ATM in Africa
The African aviation market holds the greatest growth potential among global regions due to its large and increasing population. Despite this, the continent has not yet experienced consistent and significant air traffic growth. The aviation industry is constrained by lack of air transport liberalisation and inadequate aviation infrastructure and uncoordinated efforts in investments.  African states and aviation stakeholders face challenges in securing funds and financing for modernising and expanding infrastructure. Furthermore, there is a need for more coordinated future, including strategic intent such that the region can benefit from the economies of scale.

Yet for African ANSPs to maintain their commitment to safety and efficiency, substantial investments in infrastructure, staffing and technology will remain critical.

In this session the regional leadership will engage on future thinking, embracing opportunities, and finding appropriate approaches while acknowledging the industry challenges.

Drawing from global experiences, CANSO will bring lessons from other regions such as the Asia Pacific and engage with regional leadership in a forward looking discussion.  Challenges will remain but it is when we focus on opportunities and embrace real collaboration that we will start to make a difference. What is happening in other regions? Where do we start for ATM in Africa?

12:00-13:00Institutional Separation – Is this the Achilles Heel for Regional ANSPs?
In Africa, attemps on separation between regulation, oversight and service provision have stalled for various reasons. Chief among these is the appropriate allocation of service assets and ongoing funding. Yet there is agreement that this separation is necessary.

It is agreed that if providers of air navigation services are empowered by their States to concentrate on the business oriented management of the service function, and the delivery of safe, sustainable, efficient, cost effective and seamless services, they will be in a better position to respond to the different needs of their stakeholders, and in particular their customers.

The ANSP function continues to be overshadowed due to these historical arrangements. While we have seen some successes, these have been limited and in the two recent cases, the separation was limited to service functions of the ANS and the Airport. What is the solution for Africa?

The panel will share how the regional ANSPs move forward, how they will navigate the difficult decisions and dynamics linked to institutional history. Will we see further institutional separation initiatives as envisaged?

14:00-15:00Collaborative Implementation – A Regional Approach to CANSO GreenATM
Globally there is full agreement that aviation will have to play its part in the reduction of global emissions. In the last two years, CANSO has launched an ANSP environmental accreditation framework, namely GreenATM. This is to help its members and the industry in general with a structured approach to environmental accreditation while encouraging responsible stewardship. The GreenATM Framework changes the narrative and offers management a better tool when engaging with Authorities, for example.

Is a collaborative approach possible where in regional members can support each other in achieving accreditation? Could this lead to a unique approach thus propelling the Africa region to new heights.

15:30-16:30Collaborative Implementation – A Structured Approach Towards Safety with CANSO Standard of Excellence on SMS
The CANSO Standard of Excellence in Safety Management Systems helps ANSPs build, implement and improve their Safety Management System (SMS) to suit the size and operational complexity of their organisation, reflect industry best practise and meet international standards.

The CANSO Standard of Excellence in Safety Management System provides ANSPs with the tools to:
·       Measure and understand SMS maturity against standards
·       Make a business case for safety improvements
·       Build and develop an SMS that meets their requirements and harmonises global operations
·       Demonstrate alignment with regulation, including ICAO’s Annex 19
·       Share key learnings and best practice across the industry

This session aims to enhance a strategic understanding to the framework while encouraging a collaborative/community approach where a number of ANSPs can work together to achieve appropriate SMS maturity over a defined period. How do we rally the members to work together for the benefit of regional aviation safety?

09:30-10:30The Quest for Regional ATFM in Africa – Lessons from Regional and Global Initiatives Including a Demonstration of the CANSO OiS

The recent Air Navigation Infrastructure and Services GAP Analysis report published by AFCAC acknowledges the need for an appropriate ATFM service in Africa. The report, using the forecasted growth in Africa, suggests a regional approach to this initiative.

CANSO launched the Mombasa ATFM Roadmap in 2018. While there have been some successes, progress has been slow. Recently CANSO has collaborated with ICAO in addressing this shortfall. Furthermore, CANSO has been working with other stakeholders such the African Airlines Association on the UPR/FRA trials. The need for better coordination / collaboration and having a centralised repository for information has been elevated.

In this session, we will revisit the objectives of the Mombasa ATFM Roadmap, why working with key stakeholders is delivering progress and how the CANSO OiS could be the tool we need in the quest for enhanced collaboration. The session will incorporate a live demo of the CANSO OiS.

11:00-12:00Closing the GAP on Air Navigation Infrastructure and Services

Starting in 2023, AFCAC has been working with various stakeholders in compiling a report on Aviation Infrastructure Gap Analysis.

The Africa region, with its aspirations of a seamless sky, will need to urgently address the identified gaps to work towards the bigger objectives of the Single African Air Transport Market (SAATM).

The draft report is out and in this session we will hear about the recommendation and the panel will engage on an in depth discussion on how these can be achieved. Is there an opportunity for Africa to leapfrog the technology?

13:30-15:00Workshop: Critical Incident Stress Management (CISM) Programmes for an ANSP and the Role of Leadership in Shaping a Safety Culture

In this workshop guided discussions will be hosted to discuss the business case of a CISM programme and its safety benefits. We will look at the role of the peer-in-peer support as well as the role of management in establishing such a programme, together with the various available modes of establishing a programme. Furthermore, the formalisation of the process supporting a CISM programme will be explained based on good practice and lessons learned of how such a programme can remain sustainable.

The second part of the workshop will extend into the leadership role of shaping a Safety Culture. One of the investments in a Safety Culture is, of course, to establish a CISM programme. However, the conversation among the experts in the room will flow into the application of a Just Culture and the associated vocabulary that galvanise your Safety Culture at an operational level.

Attention will be focussed on how the Just Culture can lead to a healthier Reporting Culture that ultimately informs our Learning Culture that makes us better at managing safety. These dimensions of the Safety Culture will be depicted by means of examples that showcase the leadership practices and the investment value of a safety culture journey.
