A new Think Paper by the CATS Global Council offers a practical answer: The International HAPS Innovation Sandbox.

Slated for a landmark trial in 2028 over the high seas under the supervision of participating States, this initiative is the first international cooperative deconfliction exercise for Higher Airspace Operations (HAO). It serves as a vital proving ground where regulators, Air Navigation Service Providers (ANSPs), and operators can collaboratively test the digital, intent-sharing, and coordination tools that will define the future of Air Traffic Management.

The paper outlines how this sandbox will help:

  • Inform how ANSPs might transition from predominantly tactical control towards more interconnected and increasingly strategic airspace management.
