Shaping the CATS Work Programme 2026–2028


Momentum is building for the next chapter of the Complete Air Traffic System (CATS) initiative. Following the global endorsement of the CATS CONOPS for Future Skies, discussions are well underway to define the CATS Work Programme 2026–2028, setting the course for advancing implementation.
The process began this spring with a lively exchange among CATS Global Council members, who have brought exceptional ambition and creativity to the table. Their early input confirms strong support for a focused, action-driven programme that ensures measurable progress.
The upcoming programme will sharpen priorities across key areas such as advancing predictive and data-driven safety models, accelerating operational readiness for Advanced Air Mobility, and Higher Airspace Operations and improving coordination for Space Transportation. It will also expand work on automation, AI integration, and the evolving role of humans in future ATM, while strengthening Tomorrow’s Voices to inspire and develop the next generation of aviation professionals.
Importantly, the CANSO Operations Standing Committee (OSC) and the Strategy and Safety Committee (SSC) will play stronger roles than ever before. Both committees will lead several core activities, ensuring that operational expertise and strategic oversight guide every step from concept to real-world deployment.
Draft proposals are already circulating among Council members and committees, with further refinement planned through the autumn. The goal is to finalise and approve the CATS Work Programme 2026–2028 by the end of November, providing a clear, coordinated roadmap for global and regional implementation.
With broad engagement, strong governance, and a shared commitment to innovation, the next CATS Work Programme promises to move the industry from vision to action – ensuring that the skies of 2026 and beyond are safer, smarter, and ready for the future.
