Miao Xuan
Director General
Air Traffic Management Bureau, CAAC (ATMB)
In April 2025, Mr. Miao Xuan was appointed as the Director General of the Air Traffic Management Bureau (ATMB), Civil Aviation Administration of China.
Mr. Miao graduated from Civil Aviation University of China in 1990 with a bachelor’s degree in Air Traffic Management, and then began his professional career as an air traffic controller at the North China Regional ATMB. Over the years, he has held several key positions, including Director of the ATC Division of ATMB, Director of the Airspace Management Center of ATMB, and Deputy Director General of ATMB.
Currently, he also serves as the Chair of the CANSO Asia Pacific Operations Workgroup and the Vice Chair of the Asia-Pacific ANSP Committee. With extensive experience in China’s air traffic management system, Mr. Miao has devoted most of his career to air traffic management, airspace planning, and management. He played a significant role in the construction project of the Three Major Area Control Centers (ACCs) in Beijing, Shanghai, and Guangzhou.
Mr. Miao also holds a joint Master’s degree in Safety Management from the Civil Aviation University of China and École Nationale de l’Aviation Civile (ENAC, French Civil Aviation University).
