CANSO takes voice of airspace to global Airports Council International meeting
Eduardo Garcia, Senior Manager Future Skies, CANSO, took part in the joint meeting of the Airports Council International (ACI) World Safety & Technical Standing Committee (STSC) and the ACI EUROPE Technical and Operations Safety Committee (TOSC), held to mark the 50th TOSC session.

The event gathered over 120 airport and aviation experts from around the world, with a full-day session devoted to runway safety in the morning and airport–air navigation service provider (ANSP) collaboration in the afternoon. Eduardo spoke in session looking at Airport–ANSP Relationship and Airspace Modernisation, alongside representatives from Brussels Airport, Changi Airport Group and EUROCONTROL Network Manager.
He highlighted key insights from CANSO’s CATS CONOPS for Future Skies, emphasising the importance of joint change management, shared digital architecture, and early collaboration between airports and ANSPs to deliver safer, more predictable, and efficient operations, and had three core messages:
- Change management: start early, govern tightly – with joint impact assessments and coordinated procurement across airports and ANSPs.
- Digital collaboration: build the data spine – ensure interoperable, shared information systems and automate milestone updates across the full operational chain.
- Performance culture: make performance a habit – establish shared scorecards and a blame-free environment for continuous improvement.
The interactive afternoon session included ten breakout groups exploring different facets of airport–ANSP collaboration, from strategic alignment and governance to real-time coordination, post-operations reviews, and staff exchanges.
A post-event report will capture the session’s outcomes and recommendations, helping to strengthen future collaboration between ACI and CANSO on topics such as A-CDM performance frameworks, data sharing, and joint operational excellence.
