CANSO Latin America and Caribbean CEOs sign agreement with FAA ATO Space Operations
The CANSO Latin America and Caribbean CEO Committee (LAC3) has signed a Letter of Agreement with Federal Aviation Administration (FAA) Air Traffic Organization (ATO) Space Operations to collaborate and exchange information that facilitates the safe and efficient movement of space launch and recovery operations.
At the 26th CANSO Latin America and Caribbean CEO Committee, LAC3, virtual meeting, the CEO Committee members signed a first Letter of Agreement to coordinate the exchange of information with the Federal Aviation Administration (FAA) Air Traffic Organization (ATO) Space Operations (Space Ops) office, and facilitate the safe and efficient movement of space launch and recovery operations between and through participating ANSP FIRs.
The LoA promotes communication, collaboration, and coordination between the participating ANSPs and ATO Space Ops, with information shared among participating CADENA ANSPs and stakeholders for the purpose of enhancing aviation safety.
The agreement establishes a standard regional, cross-border air traffic management (ATM) communications protocol, a seamless operational atmosphere that incorporates common operating procedures and practices, and a performance reporting and review structure and process.
CADENA will be providing briefings and exchanging information on scheduled launch and re-entry information, Aircraft Hazard Areas (AHAs), advise of changes to hazard areas on time through the CADENA OIS or CADENA OIS Chat, and general information required for aviation safety. The CADENA Regional Implementation Group (RIG) will establish a regional process to provide space launch and recovery performance feedback and will share lessons learned with the CADENA stakeholders.
CADENA started working with the FAA ATO Space Ops since June of 2020, and the LoA confirms the fruitful relationship that will benefit the region. It is a new concept, and CADENA is the first group at a regional level to enter this type of cooperation. The LoA comes four years after the LoA signed by CANSO CADENA ANSP members to cooperate on air traffic management and collaborative decision making (CDM).

El Comité Ejecutivo de CANSO para América Latina y el Caribe (LAC3) ha firmado una Carta de Acuerdo con la Administración Federal de Aviación (FAA) Organización de Tráfico Aéreo (ATO) Operaciones Espaciales (Ops) para colaborar e intercambiar información que facilite el movimiento seguro y eficiente de las operaciones de lanzamientos y recuperaciones especiales.
En la 26a reunión virtual del Comité Ejecutivo de CANSO para América Latina y el Caribe, LAC3, los miembros del Comité firmaron la Carta de Acuerdo para coordinar el intercambio de información con la Administración Federal de Aviación (FAA) Organización de Tráfico Aéreo (ATO) Operaciones Espaciales (Ops) y facilitar el movimiento seguro y eficiente de las operaciones de lanzamientos y recuperaciones espaciales entre y a través de las FIR de los ANSP participantes.
La Carta Acuerdo promueve la comunicación, colaboración y coordinación entre los ANSPs participantes y las operaciones espaciales de la ATO, con información compartida entre los ANSPs de CADENA y las partes interesadas con el fin de mejorar la seguridad operacional de la aviación.
El acuerdo establece un protocolo de comunicación de gestión de tráfico aéreo (ATM) regional estándar y transfronterizo, una atmósfera operacional fluida que incorpora procedimientos y prácticas operativas comunes, y una estructura y proceso de informe y revisión del desempeño.
CADENA proporcionará sesiones informativas e intercambiará información sobre el lanzamiento programado y la información de reingreso, las áreas de peligro de aeronaves (AHA), notificará los cambios en las áreas de peligro a tiempo a través del CADENA OIS o CADENA OIS Chat, e información general requerida para la seguridad operacional de la aviación. El Grupo de Implementación Regional de CADENA (RIG) establecerá un proceso regional para proporcionar retroalimentación del desempeño del lanzamiento espacial y la recuperación y compartirá las lecciones aprendidas con las partes interesadas de CADENA.
CADENA comenzó a trabajar con la FAA ATO Operaciones Espaciales desde junio de 2020, y la carta acuerdo confirma la fructífera relación que beneficiará a la región. Es un concepto nuevo y CADENA es el primer grupo a nivel regional en establecer este tipo de cooperación.
El acuerdo se produce cuatro años después del convenio firmado por los afiliados de CANSO CADENA para cooperar en la gestión del tráfico aéreo y la toma de decisiones colaborativas (CDM).
