What is the Safety Culture Benchmarking Programme?
The CANSO Safety Culture Benchmarking programme is a service available to every ANSP. The core product is a set of 16 questions designed to gauge safety culture maturity across four validated quadrants: Ground-Up Safety Responsibility; Generating A Feeling of Healthy Unease; Employees ask Questions and Act; and Open Honest Conversations about Safety.
These questions can be used by Participating ANSPs to run their own surveys, collecting data, then sharing that with CANSO to enable comparison against peers regionally and globally.
The benchmarked data is securely hosted in line with CANSO Safety Data Governance best practice and is published anonymously.
Beyond the core (free) survey and benchmarking initiative, additional commercial support is available from the Safety Culture team for enhanced survey design, onboarding, rollout, data gathering, and analysis. Workshops from CANSO safety culture experts are available to build further insight, dig deeper, and turn the data into practical next steps. If requested, additional survey questions are also possible, though they will not form a part of the benchmarked data. This can include qualitative questions (open-ended) and support for multiple languages.

The intention is to create a community of ANSPs sharing best practice, all pursuing a generative safety culture. How does data sharing work?
There are three options for data sharing, each of which are reciprocal. You can share more or less data but receive more or less data about other ANSPs in return. Click here for a full explanation.
Is this a free service?
The basic benchmarking service is free, where you receive the 16 questions and a set of standard demographics to host and complete the survey internally. Once your data has been collected and sent to the Safety Team, you receive a short summary of the benchmarked results, and the de-identified results will be used in the wider CANSO safety culture benchmarking programme.
How do I know which option I should complete?
You will receive the benchmarking benefits for free – this is by CANSO and for CANSO, aiming to increase safety culture maturity globally. The question is whether you would benefit from external expert provision of the workshops, independent analytics, dashboarding, additional qualitative questions, or set-up of an “engine” of cultural change. We have kept the costs for these additional steps as low as possible to work towards the overall goal. What is Kaleidoscope?
Kaleidoscope is a proprietary tool run by Firstfruits Services, available to ANSPs completing Tier 3 of the survey on a licenced basis. Kaleidoscope’s capabilities include real-time data analytics, automatic dashboards, correlations and filters, AI analysis, multi-language support, pulse testing, time-series analysis to evaluate effectiveness of implemented solutions, and more.
What are the four quadrants of safety culture?
The four quadrants of safety culture are Ground-Up Safety Responsibility, Employees Ask Questions and Act, Generating a Feeling of Healthy Unease, and Open and Honest Conversations About Safety.

Methodology
The CANSO Safety Culture Benchmarking Programme is based upon a standard survey method methodological approach. 16 questions from the original Eurocontrol Safety Culture Survey were selected in 2021 by Austro Control and Skyguide based on their validity (ability to demonstrate a predictive importance towards Safety Culture) and their ability to map to four key quadrants of safety culture.
The survey is augmented by additional workshops, either run internally with material for guidance or delivered by the Safety Culture Assessment Team. In the workshops and subsequent discussions, a range of interventions will be identified to encourage a safety culture where it is weakest. Year on year, the survey can be repeated to assess the effectiveness of each intervention.
