The SEANS – Safety programme, developed and administered by CANSO, offers Air Navigation Service Providers (ANSPs) guidance in assessing their Safety Management Systems (SMS) maturity levels. This helps to build, implement and improve their SMS to suit the size and operational complexity of their organisation and meet international standards aligned with the International Civil Aviation Organization’s (ICAO’s) Annex on Safety Management (Annex 19).
It also gives ANSPs and their regulators the confidence that their SMS meet and exceed ICAO Annex 19 requirements. Additionally, SEANS-Safety allows ANSPs to identify weaknesses in their Safety Management Systems (SMSs) and strive to exceed both ICAO and regulatory requirements.
The SEANS – Safety programme was recognised by the ICAO 39th Assembly as an industry-led initiative by CANSO to improve the assessment and performance of safety maturity systems of air navigation service providers. It was noted that States could use the SEANS-Safety evaluation as part of their ANSP assessment.

The SEANS-Safety programme is based on the CANSO Standard of Excellence (SoE) in SMS, which incorporates recent developments in safety management thinking and practice and supports the clear message from the Global Aviation Safety Plan (GASP), promoted by the ICAO Safety Management Manual, that achievement of the highest level of SMS maturity is a long-term process that must proceed in a very deliberate stepwise manner. The revised SoE in SMS consists of a system enabler (Safety Culture) and a framework of five components addressing 16 Safety Management elements.
A series of five webinars was held to support ANSPs with a more objective and thorough method than a self-assessment questionnaire, using CANSO’s Standard of Excellence (SoE) in SMS as the tool to measure and understand SMS maturity levels and demonstrate alignment with regulation, including ICAO’s Annex 19.
