CANSO Academy: Strengthening ATSEP Competence: Training, Best Practices and Future Needs
As Communications, Navigation, and Surveillance (CNS) systems evolve, and operational environments become increasingly complex, ensuring a robust and consistent framework for Air Traffic Safety Electronics Personnel (ATSEP) training is essential for maintaining safety, resilience, and service continuity.
This webinar will offer ANSPs a practical introduction to the ATSEP training framework, combining the regulatory perspective with operational experience and best practices.
Participants will gain a clear view of the key elements needed to structure effective ATSEP training, from continuous competence development to training organisation, approval processes, and their link with ANSP certification.
Beyond presenting the framework, the session is designed as an opportunity for exchange. ANSPs will be invited to share their views, challenges, and expectations, helping the ATSEP community of the CANSO CNS Workgroup identify where further guidance, practical tools and support would be most valuable.

Meet our speakers
Warren Gosselin, Assistant Vice-President of CNS Solutions,NAV CANADA
Warren has 26 years of experience working for the Canadian ANSP.
Over his career he has led teams in three different regions of Canada including responsibilities for Maintenance, Operational and Technical Requirements, National ATSEP Training, Life Cycle Management, and Engineering. In his current role since 2019, his CNS Solutions team includes ATSEP’s, ATCO’s, AFIS, Engineers, and Software developers that both develop and acquire all CNS systems, that they then life cycle manage. Due to Canada’s vast size, they are responsible for approximately 10,000 pieces of equipment, ranging from Radios to Radars, at over 1400 locations across Canada.
Warren has been a member of the CANSO Operations Standing Committee since 2023.
Trueman Ngcobo, Head of Technology Maintenance and Support Services, ATNS
Trueman is a a seasoned engineer with more than 22 years of experience in aviation and naval systems.
Over the past 16 years, Trueman has been leading ATSEP teams responsible for planning, implementation, deployment, commissioning and maintenance of CNS and ATM systems in line with strategic technology investment and resourcing initiatives of ATNS. Trueman holds a Master’s degree in Communication, Navigation, Surveillance and Satellite Systems from Ecole Nationale De Aviation Civile (ENAC) as well as a Master’s degree in business administration (MBA).
Trueman has been a member of CANSO CNS WG from July 2022 and Co-Chair since 2023. He is also chairing the AFI CNS Task Force that was established in August 2025.
Ángel Martínez, CEO, La Isla
With a degree in Aeronautical Management and more than 25 years of experience, Ángel worked as a consultant for Ineco, ENAIRE, and the European Commission in the implementation of international ATM/CNS system projects.
After a successful sales, project implementation and executive career in the industry, Ángel now focuses, through La Isla, on CNS consultancy, technical training, and ATSEP training.
His work includes the development of specialized training programmes, technical training methodologies, and dedicated applications for training delivery and management in the CNS/ATM environment.
