Safety Culture and Resilience: Blackout Contingency Management

When

Monday 24 August

14:30-15:00

Session overview

Overview:
At midday on 28 April 2025, a general power outage occurred across the Iberian Peninsula. Traffic lights stopped working in every city, some trains were stranded in tunnels, elevators were out of service, credit card payments couldn’t be processed, and stores ran out of small battery-powered radios for listening to the news. Electricity was gradually restored as the afternoon and night progressed.

In the field of air transport, crisis and emergency management was exemplary. The sectors and organisations involved’s overall maturity in safety culture contributed to this. The sequence and chronology of actions and the lessons learned will be presented.

Session Overview:
Convey, through the example of the contingency and crisis management during the blackout, how safety culture is a key element that influences and lays the foundation for robust, resilient organisations
