About this two-part webinar series
Performance Based Communication and Surveillance (PBCS) is an important building block towards ensuring suitable system performance for current and future ATM operations, and is supportive of global aviation goals for net-zero carbon emissions by 2050. These Introduction to ICAO Performance Based Communication and Surveillance (PBCS) webinars are opportunities to share knowledge about, and experience with, PBCS to support Air Traffic Service Provider (ATSP) decisions about performance improvement.
Thursday 22 February, 13:00-15:00 CET
Part One
The first webinar introduced PBCS and covered the uses and benefits of PBCS for current and evolving ATM operations. It described the PBCS framework, including the required communication performance (RCP) and required surveillance performance (RSP) specifications, and the roles of regulators, ATSPs, and operators. The session also discussed global standards and guidance materials for PBCS, and introduced the PBCS performance-monitoring process.

Part Two
Thursday 7 March, 13:00-15:00 CET
The second webinar focused on implementation planning for PBCS and post-implementation performance monitoring. It covered PBCS implementation planning considerations, including developing a concept of operations, use of an implementation checklist, the state safety oversight process including RCP and RSP prescription, operator approvals, and oversight. We also had a detailed discussion on post-implementation monitoring, including ANSP monitoring programs, compliance activity, and regional PBCS monitoring.
