Organisation Overview

The National Civil Aviation Center SOLLC (NCAC) is Mongolia’s state-owned enterprise established under the revised Civil Aviation Law, effective 1 January 2025. NCAC operates as the country’s independent Air Navigation Service Provider (ANSP), while also managing key domestic airport services and aviation security operations. Its mandate includes the safe, efficient, and internationally aligned oversight of Mongolia’s civil aviation infrastructure.

Operational Scope:
NCAC’s service provision spans the following areas:

  • Air Navigation Services (ANS): Includes air traffic control (ATS), communication, navigation and surveillance (CNS), aeronautical information services (AIS), flight procedure design, airspace management, and air traffic flow management (ATFM) in accordance with ICAO SARPs and Civil Aviation Regulations (CARs 171–175).
  • Airport Services: Manages ground operations and aerodrome services at international and regional airports under CAR-139.
  • Aviation Security: Oversees passenger and cargo screening, perimeter security, and compliance under CAR-140.
  • Flight Procedure Design & Inspection: Designs, validates, and inspects instrument flight procedures per ICAO Doc 8168 and CAR-173.
  • Project Implementation: Leads national upgrades including the Ulaanbaatar ACC modernization, PBN, Free Route Airspace, and cross-border coordination projects under ICAO ASBU and the APAC Seamless ATM Plan.
